Accessibility Statement

Every resident deserves equal access to their government. This page describes the standard this site targets, how we test against it, and how to tell us when we fall short.

Our commitment

The City of Pawnee is committed to ensuring digital accessibility for people with disabilities. We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, consistent with the Department of Justice’s rule on web accessibility for state and local governments under Title II of the Americans with Disabilities Act.

Measures we take

  • Semantic HTML landmarks, a logical heading structure, and a skip-to-content link on every page.
  • Full keyboard operability with visible focus indicators; menus, dialogs, accordions, and forms follow WAI-ARIA authoring practices.
  • Color contrast of at least 4.5:1 for text and 3:1 for large text and interface components, validated in the design system itself.
  • Meaningful alternative text for informative images and empty alt text for decorative ones; no text embedded in images.
  • Form fields with programmatically associated labels and error messages announced to assistive technology.
  • Respect for reduced-motion preferences; no auto-playing or auto-rotating content.
  • Touch targets of at least 44×44 pixels and content that reflows at 200% zoom without loss.

How we test

This site is tested with automated tooling (axe-core) on every build, with a zero-violation policy, plus periodic manual keyboard passes and screen-reader spot checks (VoiceOver and NVDA) on navigation, forms, tables, and the calendar.
