Animal Control
Coexistence, licensing, and adoptions.
Our mission
To promote the health and safety of Pawnee's people and animals through licensing, humane response, adoption services, and a nationally discussed raccoon coexistence framework.
Animal Control was reorganized in 2015 under the Parks and Recreation Department following an operational review. The division handles licensing, stray and injured animal response, adoptions, and wildlife guidance.
Pawnee is home to one of the most established urban raccoon populations in North America. The division's position, refined over four decades, is coexistence: the raccoons are part of the fabric of our city, and the fabric cannot be washed.
Leadership

April Ludgate-Dwyer
Interim Director
April Ludgate-Dwyer coordinates administrative operations for the Parks Department and currently serves as interim head of Animal Control, a role she accepted on the condition that no one talk to her about it. Under her leadership, adoption rates have inexplicably tripled.
