City Clerk & Finance

Records, budgets, and elections — kept in order since 1817.

Our mission

To maintain the official records of the City of Pawnee, administer fair elections, and manage the city's finances with transparency and, when necessary, restraint.

The Office of the City Clerk maintains ordinances, meeting minutes, licenses, and vital records dating to the city's 1817 founding, with a gap from 1818–1819 during the brief de-incorporation, which the office notes was not its fault.

The Finance Division prepares the annual budget, manages payroll and procurement, and publishes quarterly financial reports. Following the 2014 Eagleton consolidation, the division successfully absorbed Eagleton's considerable municipal debt, an achievement commemorated with a small plaque.

Portrait of Barney Varmn, CPA

Barney Varmn, CPA

Finance Director

Barney Varmn oversees the municipal budget, audits, and accounting operations. He finds accounting genuinely delightful and wants residents to know the city's books are balanced, reconciled, and — his word — "scrumptious."
